changes to their laws.

More than a dozen states have passed laws increasing accountability, including the creation of civilian review boards and limits on the use of force.
Five states passed laws providing additional police protection ranging from shielding officers' speech to limiting lawsuits against individual officers.
The majority of states, 22, adopted combinations of accountability and protection.
